Short answer
Most villa work in Dubai Hills Estate needs Emaar's approval through its community portal, and external changes to the villa's appearance are restricted. Common projects are facade renewal, roof waterproofing, joining a balcony to the living space, garage floors and new electrics. We have completed five projects in Dubai Hills, including a permitted balcony extension.
- Emaar approval is needed for alterations, including kitchens and bathrooms; painting inside usually is not.
- Changes to the external look of the villa are restricted by community rules.
- Roof waterproofing should be protected by tiles against mechanical damage.
- Extensions such as enclosing a balcony need a permit as well as the developer's NOC.
Approvals in Dubai Hills
Dubai Hills Estate is an Emaar community. According to Emaar Community Management, alterations to a villa need approval through the community portal under Home Modifications, and changes to the villa's external appearance are not permitted. Painting and AC cleaning need no NOC; kitchen and bathroom works do.
Works that add area or change structure also need a building permit. Published guides differ on whether Dubai Hills plots fall under the Dubai Development Authority or Dubai Municipality, so we confirm the authority from the plot's affection plan.
